To breed axolotls, you need to bring two adults together. The best way to do that is to lure them with tropical fish. Next, feed each of them with a bucket of tropical fish and watch as they enter Love Mode, breed, and produce a baby axolotl.

The baby usually inherits either of the parent’s color patterns. So it’s a 50/50 chance. However, for the rare blue axolotl, it’s a 1 in 1,200 chance,

After breeding, you’ll have to wait 5 in-game minutes (Java edition) and 1 in-game minute (Bedrock edition) to breed the adult Axolotls again.
